what is vat?

I think this belongs here because it talks about buying things. On sites I go to, there is sometimes different prices with or without vat. What is vat? Do I need it or not?

Sometimes they give me the choice. Do I want it? Does it mean extra quality?

No. A product is good or it isn't. You can't add quality to a product already made right?

Well I guess you could have extra features, but I get it. No More VAT if possible.
